U.N. monitors try to verify new Syria massacre

BEIRUT (Reuters) - U.N. monitors tried on Thursday to reach a village where activists say Syrian troops and militiamen loyal to President Bashar al-Assad massacred at least 78 villagers, hours before a divided U.N. Security Council discusses Syria.

If confirmed, the killings at Mazraat al-Qubeir, near Hama, will pile pressure on world powers to act, but they have been paralyzed by divisions pitting Western and most Arab states against Assad's defenders in Russia, China and Iran.

U.N. monitors based in Hama set out for Mazraat al-Qubeir but activists said an army checkpoint had turned them back. "We have dispatched a patrol which is trying to get access there," said Sausan Ghosheh, a spokeswoman for the U.N. observers.

Several activists told Reuters that up to 40 women and children were among the dead when the village in central Syria was shelled on Wednesday before fighters moved in and shot and stabbed dozens of people to death.

Their descriptions echoed accounts of a massacre of 108 civilians at Houla on May 25, which was investigated by U.N. monitors and which the chief U.N. peacekeeper said was probably committed by Syrian troops and loyalist "shabbiha" militia.

A Syrian official in Hama denied the "completely false" reports from Mazraat al-Qubeir, telling the state news agency residents had asked security forces to intervene after a "terrorist group committed ... a monstrous crime", killing nine women and children.

Syrian authorities have also denied responsibility for the Houla killings, blaming foreign-backed Islamist militants.

Footage which activists said was taken in Mazraat al-Qubeir showed the bodies of at least a dozen women and children, wrapped in colorful blankets or white burial shrouds, as well as charred remains of burnt corpses.

"These are the children of the Mazraat al-Qubeir massacre ... Look, you Arabs and Muslims, is this a terrorist?" asks the cameraman, focusing on a dead infant's face. "This woman was a shepherd, and this was a schoolgirl."

Shabbiha, drawn mostly from Assad's minority Alawite sect that is an offshoot of Shi'ite Islam, have been blamed for the killings of civilians from the Sunni Muslim majority. That has raised fears of an Iraq-style sectarian bloodbath and worsened tensions between Shi'ite Iran and mainly Sunni-led Arab states.

The main opposition Syrian National Council responded to reports of the new massacre by calling for stepped-up military assaults on Assad's forces.

CALLS FOR INVESTIGATION

U.N.-Arab League envoy Kofi Annan declared a ceasefire in Syria on April 12 as part of a six-point peace plan which won wide international support, but failed to halt the bloodshed.

Annan, a former U.N. secretary-general, is to brief the Security Council later on Thursday in New York.

Activists, including the Syrian Observatory for Human Rights based in Britain, called for an immediate investigation by the 300-strong U.N. mission that was supposed to verify Annan's ceasefire but is instead monitoring the violence.

"They should not give the excuse that their mission is only to observe the ceasefire, because many massacres have been committed during their presence in Syria," the Observatory said.

Events in Syria's 15-month-old uprising are difficult to verify due to tight state curbs on international media access.

A Hama-based activist using the name Abu Ghazi, citing survivors in Mazraat al-Qubeir, said nine Syrian army T-72 tanks had surrounded the hamlet of 20 houses northwest of Hama at 2 p.m. (1100 GMT) and started bombarding it.

An hour later the tanks drove in, accompanied by plain-clothes fighters carrying guns, knives and heavy sticks, he said, who started killing men, women and children.

He listed more than 50 names of victims, many from a single family called al-Yateem, but said some bodies could not be identified because they were so badly burned. The bodies of between 25 and 30 men were taken away by the killers, he said.

British Prime Minister David Cameron said events in Syria were "appalling" and that if a massacre in Mazraat al-Qubeir was confirmed world powers would have to do "much more to isolate Syria ...and demonstrate that the whole world wants to see a transition from this illegitimate regime".

German Foreign Minister Guido Westerwelle said before leaving for Lebanon, where tensions over neighboring Syria have already spilled into deadly violence, that the Syrian conflict "threatens to envelop the region".

U.N. diplomats said they expected Annan to present the Security Council with a new proposal to rescue his failing peace plan - a "contact group" of world and regional powers.

Rebel groups in Syria say they are no longer bound by Annan's ceasefire and want foreign weapons and other support.

Western leaders, wary of new military engagements in the Muslim world, have offered sympathy but show no appetite for taking on Assad's military, supplied by Russia and Iran.

In Washington on Wednesday, the United States and Saudi Arabia, among dozens of mostly Western and Arab states in the "Friends of Syria" group, urged further sanctions on Syria, such as an arms embargo, travel bans and tougher financial penalties.

ISTANBUL MEETING

Separately, representatives of 15 countries and the European Union agreed in Istanbul on Wednesday to convene a "coordination group" to provide unspecified support to the opposition.

U.S. Secretary of State Hillary Clinton was among the participants who discussed what a Turkish statement called "additional steps" including coordination on a transition to a "democratic, post-Assad Syria". It said the group would be represented at a meeting of Syrian rebels in Istanbul next week.

Clinton told the group that transition in Syria must include a representative interim government to pave the way for a full transfer of power in free and fair elections.

Annan hopes his new idea, for a contact group that would bring together world powers and regional players such as Saudi Arabia, Qatar, Turkey and Iran, can prevent a collapse of his plan for a truce and a political solution, U.N. diplomats said.

Annan sees the forum as a way to break a deadlock among the five permanent members of the Security Council, where Russia and China have twice vetoed resolutions critical of Syria that were backed by the United States, Britain and France.

It would seek to map out a political transition under which Assad would leave office ahead of free elections, envoys said.

The underlying idea was to get Russia, which has repeatedly said it is not protecting Assad, but has given no sign it is ready to abandon him, to support such a transition, they said.

Russian Foreign Minister Sergei Lavrov on Wednesday proposed an international meeting on Syria that would include the prime candidates for Annan's proposed contact group, including Iran.

Clinton, however, reacted coolly to that idea, accusing Iran of "stage-managing" Syria's repression of its opponents in which the United Nations says over 10,000 people have been killed.

Leaders of a bloc grouping China, Russia and Central Asian states called on Thursday for dialogue to resolve the Syria conflict, rather than any firmer action by the Security Council.

The Shanghai Cooperation Organisation rejected military interference, "enforced handover of power" and unilateral sanctions, favoring a "broad nationwide dialogue, based on independence, territorial integrity and sovereignty of Syria."

MONTREAL (AP) ? Packages containing a human foot and hand were discovered at two schools in Vancouver on Tuesday, in what could be the latest gruesome twist in the case of a Canadian porn actor suspected of dismembering and eating his former lover.

Police said they could not immediately confirm if the body parts in question were the missing extremities of Chinese student Jun Lin, whose hand and foot were discovered last week when they were mailed to Canada's top political parties.

The suspect, Luka Rocco Magnotta, 29, was caught Monday at a cafe in Berlin, after evading police for days while he partied in Paris. He told German authorities he would not fight extradition to Canada.

Vancouver Deputy Police Chief Warren Lemcke said a package containing what appeared to be a human hand was opened by staff at False Creek Elementary School after 1 p.m. Tuesday. Another package containing what appeared to be a human foot was found by staff at St. George's private school for boys later in the day.

The British Columbia Coroner's Service and the Vancouver police's major crime investigators have been called in.

"There is no indication any student or staff has been targeted at any school," Lemcke said. "This must have been a very traumatic incident for all involved in the schools involved in opening the packages and the Vancouver Police Department will assist any way we can with our victims services section."

Zheng Xu, a press spokesman at the Chinese consulate in Montreal, said four of Lin's family members, including his parents, arrived in Montreal on Tuesday night. He said they will meet with Montreal police. He also said they will meet with the media at an opportune time.

Video footage of what authorities believe to be the killing seems to show the suspect eating the body, said police in Montreal, where the death occurred.

Montreal Police Cmdr. Ian Lafreniere said that although police have not been able to conclusively confirm it, they suspect Magnotta ate parts of the victim's body.

"As gross and as graphic as it could be, yes, it was seen on the video," Lafreniere said.

Authorities allege Magnotta filmed the slaying in his Montreal studio apartment and posted it online.

A copy of what police believe is the video of the killing, viewed online by AP, shows a man with an ice pick stabbing another naked, bound male. He also dismembers the corpse and performs sexual acts with it.

It did not show anyone eating the body but did show a man using a fork and knife on it. Police suggested Tuesday that they have access to more extensive video of the killing, possibly an unedited version.

"We're keeping some details for ourselves," Lafreniere said.

Shortly after the killing, authorities say, Magnotta flew from Montreal to Paris.

Scores of French police hunting for him were inundated with hundreds of tips and alleged sightings of the suspect, whose photo was splashed in newspaper papers, TV screens and websites worldwide, thanks to an Interpol alert. The suspect monitored news reports about what police knew and took steps to evade authorities.

Witnesses contacted French police with claims of having seen Magnotta partying in the Bastille area of east Paris, said Christophe Crepin, a police union official who shared details about the manhunt in a phone interview with The Associated Press. One tipster said Magnotta drank a late-night Coca-Cola at a bar in the northwestern Batignolles quarter, which police collected for fingerprints. Pornography magazines and an air-sickness bag from the plane he had taken from Montreal to Paris were found in a dingy hotel room where he stayed in Bagnolet, northeast of Paris.

"He needed to be seen, and to party," said Crepin, who relayed information he received from agents in the judicial police unit that tracks fugitives. "Naturally some of the people who saw him broke out into a cold sweat when they recognized him."

Magnotta's refusal to stay low eventually got him caught. He was arrested while reading about himself at an Internet cafe in Berlin after an employee recognized him from a newspaper photo and flagged down a police car.

Magnotta appeared before a German judge in the afternoon and was ordered held pending extradition, police spokesman Thomas Neuendorf said. He was then transferred to a Berlin prison from a police detention center.

He will have to go before a German court for an extradition hearing once Canada formally requests that he be returned for trial, Neuendorf said.

"I assume there will be no problems," he said. "According to his statements to prosecutors he will not fight his extradition."

That means Magnotta could be returned to Canada as early as this week, according to authorities. The Canadian Embassy in Berlin declined to comment on when Ottawa may file the official papers seeking extradition.

Cmdr. Denis Mainville, the head investigator of the Montreal police major crimes unit, said investigators will review hundreds of homicide cases over the last 30 years in Montreal and throughout Quebec for any possible links to Magnotta. Mainville said such a review is routine in such cases.

Magnotta arrived in Berlin on Saturday on a bus from Paris, said Martin Steltner, a spokesman for Berlin prosecutors.

Crepin said Magnotta had contacts in Paris from a previous visit in 2010.

"He didn't come to Paris by chance. He knew he could get along in Paris, he knew people," he said. Police, for example, trailed a large-framed man who had been in contact with Magnotta, he said. Police questioned another man with whom Magnotta spent two nights. The man didn't immediately realize who his companion was, Crepin said.

At times, French investigators grew frustrated with leaks in the media ? notably a French TV report indicating police had used technology to track Magnotta's mobile phone. As a result, Magnotta turned it off, Crepin said.

"He had closely monitored what we police were doing to concoct his strategy," he said.

Crepin said surveillance camera footage showed Magnotta boarding a bus to Berlin on Friday evening. He said German officials were alerted that Magnotta might be in Berlin at some point before the arrest, but he did not specify when.

The case's full horror emerged on May 29 when a package containing the severed foot was opened at Canada's ruling Conservative Party headquarters and a hand was discovered at a postal facility, addressed to the Liberal Party of Canada. A torso, meanwhile, was found in a suitcase on a garbage dump in Montreal, outside Magnotta's apartment building.

As they unraveled his background, police discovered that Magnotta changed his name from Eric Clinton Newman in 2006 and that he was born in Scarborough, Ontario. He is also known as Vladimir Romanov. Police said he has 70 Facebook accounts under different names.

Montreal police on Tuesday said DNA tests have confirmed that the body parts mailed to the political parties were Lin's remains, and that they have footage of Magnotta mailing the two parcels that were sent to Ottawa.

In addition to the victim's torso, Mainville said investigators found more human body parts, including a left arm without a hand and a left leg missing its foot, in garbage bags left in the dump behind Magnotta's apartment building during the 18-hour processing of the crime scene that began after the suitcase was found on May 29.

"The head is still missing," Lafreniere said, hours before the parcels were discovered in Vancouver. "And one hand and one foot is still missing."

In Vancouver, Kurt Heinrich of the city's school board said no students saw the package at False Creek Elementary.

Larissa Warrington, the chair of the False Creek elementary parent advisory council, said students were in school at the time and police vans were present when she picked up her three kids.

"I came to pick up my children as I usually do and was told there was a suspicious package at the school," an emotional Warrington said.

"It is disturbing. It's awful. Why would anybody do that? It's very unsettling, as you can imagine, having children at this school."

At St. George's, Grade 7 student Devon Mussio said his mother told him the news.

"I thought she was lying and I was like, 'Whoa, that's disturbing,'" said Mussio, who was standing outside the school with his mother, Penny. "This guy's, like, a creep."

Starbucks British tweet provokes ire of Irish

Frappuccinos and politics don?t mix, especially when dealing with the Irish and their contentious history with England.

With Britain?s Queen Elizabeth?s Diamond Jubilee in full swing, Starbucks? Ireland Twitter team thought it was a good idea to send this tweet Tuesday to its nearly 1,300 Irish followers:

?Happy hour is on! Show us what makes you proud to be British for a chance to win. Don't forget to tag?#MyFrappuccinohttp://bit.ly/JlXOcu?

The tweet was quickly met with a flood of angry tweets, including this one from @CiaranNevin that pretty much summed up the sentiment:

?What do we get if we show how proud we are to be Irish? Is Prince Philip, Duke of Edinburgh, your head of PR or what??

The offending Starbucks tweet, which was posted for about four hours before the company tweeted an apology, was part of the company?s photo challenge in the UK and Ireland asking customers to send their ?fun and creative photos? as part of a Frappuccino happy hour celebration.

Alas, it got lots of folks feeling less than fun, but pretty creative, and as of midday Tuesday, ?Starbucks Ireland? was trending in Ireland, and #StarbucksIE saw hundreds of tweets of disapproval against the coffee giant.?Many agreed the company was ?frapped? for making such a?social media blunder.

Was it a PR blunder or an intentional attempt at stirring the customer pot to gain publicity?

?I do not think this was a deliberate provocation by somebody who was smart,? said Rob Frankel, a branding expert and author of ?The Revenge of Brand X: How to Build A Big Time Brand - on the Web or Anywhere Else.?

?I think this is somebody who goes, ?hey, watch this. I bet I can get a higher trending topic than you on Twitter,?? he said.

In the end, Frankel said, the tweet could hurt the company?s reputation in the Irish market and beyond.

The apology tweet from Starbucks stated:

"We?erroneously posted to our Irish Twitter page meaning to post to the UK only. Customers in Ireland: We're sorry."

Unfortunately, the damage seemed to be done. The initial tweet even got the Irish press up in arms.

Governor Martin O?Malley today, joined by Superintendent of the Maryland State Police Colonel Marcus Brown, Director of Maryland?s Statewide Interoperability Executive Committee Ray Lehr, Executive Vice President of Sales and Field Operations for Motorola Solutions Mark Moon, and several other state and local officials, made the ceremonial first call on the Maryland First Responders Interoperable Radio System Team or ?Maryland FiRST?, the new statewide 700 MHz radio system.

?There is no more important work in our country today than the work of first responders.? For the last 10 years, together, we have been pursuing ? first in Baltimore, then in the State as a whole ? 12 Core Capacities to improve homeland security,? said Governor O?Malley. ?The first in those 12 Capacities is having an interoperable communications system that works every day to connect the men and women on the front lines. Today has been a long time coming, and it?s a significant step forward for connecting all of Maryland?s first responders to enable them to share information and help us create a more resilient Maryland.?

?Maryland FiRST? will provide statewide interoperable communications to connect Maryland?s first responders on one secure radio system. Today, the ceremonial first call on the new radio system made by Governor O?Malley connected Maryland State Police at the JFK Highway Barrack in Cecil County, Maryland State Police Headquarters in Pikesville, the Maryland Transportation Authority Police at the Chesapeake Bay Bridge and the Kent County Emergency Communications Center on the Eastern Shore of Maryland on one digital and secure radio system.

?This new statewide radio system will allow all of Maryland?s public safety agencies to communicate more efficiently on the same system, which will ultimately enhance our mission of homeland security,? said Colonel Marcus L. Brown, Superintendent of the Maryland State Police. ?This new technology which makes instantaneous radio connectivity possible will provide emergency responders with even more tools to improve our state?s emergency preparedness.?

This first phase of Maryland FiRST will be fully operational by the end of 2012. The connection will cover central Maryland and Kent County, and key infrastructure patrolled by the Maryland Transportation Authority Police which includes: the I-95 corridor, BWI Airport, Port of Baltimore, the Inter County Connector (ICC), the Key Bridge, the Chesapeake Bay Bridge, the Harry Nice Bridge and both tunnels under the Baltimore harbor.? The next phase will build-out the system on the Eastern Shore and be completed by the end of 2013.? The entire Maryland FiRST system is anticipated to be complete by 2016.

Acer announces Aspire S7 Ultrabook series with 11.6- and 13.3-inch touchscreens (update: hands-on!)

Intel already gave us a heads up that several touch-enabled Ultrabooks were in store for 2012, and here they are, becoming real before our eyes. Here at Computex 2012, Acer just announced the Aspire S7 series, which includes a 13.3-inch model and an 11.6-incher, the first in the company's Ultrabook lineup. The S7 series will no doubt be the first of many touch-enabled Ultrabooks we see in Taipei this week, and these in particular have screens that fold back 180 degrees, allowing the system to lie flat. Unlike the original S3, which caught flack for its chintzy design, these two are made of 12.5mm-thick unibody aluminum and sport backlit keyboards and "full HD" displays, making these the most premium Ultrabooks Acer has attempted so far. In the case of the 13-inch version, too, you'll get a glass lid -- something previously seen only on the HP Envy 14 Spectre.

Unfortunately, Acer isn't sharing any details about specs right now, though we do know the 11-inch model is rated for up to nine hours of battery life, while the larger promises up to 12. With these systems, Acer is also introducing its so-called Twin Air cooling system (not that overheating was much of a problem on the original S3). In terms of pricing and availability, Acer has a long history of revealing those details separately, with a different announcement for each region. Besides, Acer has been clear that these will run Windows 8, so you won't be able to get your hands on one of these for a good four months yet. For now, though, stay tuned because Acer has the S7 laptops on display here and we'll be back shortly bringing you first-hand photos and video.

You can watch public notices for the announcement of foreclosure sales. This year, other than Kuechly, only one player obtained any ?no offset? language included in his deal. ?Steelers fourth-round defensive tackle Alameda Ta?amu has $19,980 of his 2013 base salary fully guaranteed, with no offset language.

And so the pendulum seems to have swung away from dropping the offset language, notwithstanding the Panthers? decision, for the second straight year, to give their first-round pick a fully-guaranteed four-year deal without any possible offset. ?The problem for the other eight teams is that the agents for the players taken before Kuechly can now try to push the absence of offset language all the way to the top of the board. ?The fact that Kuechly is represented by the same firm (CAA) that represents four of the top eight picks (Robert Griffin, III; Trent Richardson; Matt Kalil; and Mark Barron) could prompt the agents to dig in their heels.

Still, the only unsigned player in the top eight with a compelling argument for no offset language is quarterback Andrew Luck, given that the first pick enjoyed that perk in 2011. ?Picks No. 2 through No. 8 didn?t escape the offset language in 2011, and the fact that Kuechly finagled it in 2012 shouldn?t tie the hands of the other seven teams.

So the teams appear to have the better argument on this point. ?Still, it?s not about who?s right and who?s wrong but who?ll blink. ?Since, in the grand scheme of things, it?s not a major term, it would be foolish for anyone to take a hard-line position on this issue.

In light of the onslaught of major security breaches over the last few years of the world?s largest organization?s, businesses of all sizes and scope are being forced to look at the internal controls of their business partners in a new way.? It is no longer a matter of ?if? an organization may be compromised, but a more realistic view is that when they are compromised what does that mean to the business and their partners? While managing and containing risk is an obvious objective of internal controls, the real business driver is the continued ability to operate and deliver products or business services.? The products and services are the life blood of organization.? Their ability to thrive and grow as well as sustain operations is on the line.

The use of service providers and third-party vendors is the norm for most organization?s today as the business landscape is more interconnected than any other time in history. Small businesses in middle America are leveraging providers in Europe and Asia on a daily basis now.? Breaches of systems and private data is only part of the problem because fraud has also risen to new highs, not to mention the risk of unauthorized disclosure of intellectual property.

There are a number of business-related benefits when outsourcing or using third-party vendors, however the risks are greater today than ever before for the user entity organization?s. ? I?ve personally witnessed a significant rise in user entity organization?s requiring a more comprehensive disclosure and validation of internal controls of their service providers.? In fact, I have cited visibility of third party risks in my trends article as I personally see this as one of the greatest risks to organization?s today.? Service organization?s are being tasked with a growing wave of requests for reverse audits and review of their internal controls and associated processes.? This is one reason why more organization?s are adopting universal frameworks such as the ISO 27001 for the information security programs and SSAE No 16 for their internal controls as it relates to business partners.? The ISO 27001 and SSAE 16 can be leveraged as a single authoritative framework if designed by knowledgeable subject matter experts.

Today?s service organization?s must:

• provide evidence that relevant risks are addressed in the presence of prevailing threats and vulnerabilities.
• have a formal risk assessment process for identifying and reducing risks in their environment or scope of the system.
• employ a full lifecycle approach for risk identification through treatment of risks.
• employ a process for monitoring of controls and relevant risks.
• have deployed a program that includes continuous improvement.
• identify and select appropriate controls for the relevant risks.
• have a documented and fully disclosed method of identifying and reducing risks for any sub-service organization?s they utilize in their business processes.
• fully account for all applicable legal and regulatory requirements in addition to business requirements.
• develop and document detailed assertions that address the effectiveness of controls and their objectives.

Doctor's appts:
Chloe had her 6 year check up, which was a good visit. I FINALLY got Shannon to go to the doctor & he has a few items to take to get all better, just thankful it was nothing serious. I am doing well, also. Glad to get all of that out of the way.

Braves/Yankees trip:
We are very excited to be taking Shannon & his daddy (for Father's Day) to see the Braves & Yankees play. Shannon has always wanted to see the Yankees & he is thrilled!!

Lunch with friends:
Erica, Bethany, Jennifer & I enjoyed some great times at 211 Main St. this past Thursday. It felt so good to be able to have some positive conversation and catch up on our day to day lives, as well as talk about the exciting news for the school year ahead!! Such a loving group of ladies!!!

Sister's house warming:
Been trying to plan (since beginning of Spring) a little party to welcome my sister & her family into their new home. They seem to be settling in nicely:) Hopefully can get a date/time confirmed for July.

Baby shower gift:
We were unable to attend Hannah's shower, but Chloe & I picked out some cute this last night!!! Chloe is super excited to give them to her:)

Dinner & movie:
Shannon, Chloe, and I went to see the new Snow White movie. It was alright, but I enjoyed Mirror, Mirror more. Chloe is a Snow White fan, as people are always saying she looks like Snow White or that she looks like a porcelain doll! I would give the movie 3 out of 5 stars. Mirror, Mirror would have been 4 out of 5 stars. I just particularly loved the Snow White in the newer version (the twilight girl). She fit the part!

Play tennis/soccer:
I have been wanting to take Chloe to play tennis, but seems like we are having storms most evenings, so hopefully we can get a game in soon!! She has really shown some interest in soccer lately and wants to give up taking dance to play soccer. Anyone have any tips??? I know NOTHING about soccer... give me a softball, I am good. Give me a soccer ball, I have NO clue!...LOL! We bought her a new purple ball & hope to learn something this summer, before signing up for fall ball!

Game night:
This is something we do often and LOVE! We along with a few other guests gather at the house to plan board games or wii/xbox games... just whatever floats our boat. We are looking forward to it tonight with Samantha, Nick & a few others:)
