PML-N, MQM at daggers drawn in NA


ISLAMABAD - National Assembly on Thursday witnessed pandemonium when some legislators and Muttahida Qaumi Movement (MQM) and Pakistan Muslim League (N) attempted to indulge in physical brawl and continued exchange of harsh words against each other.
Some key PPP members made effort to pacify the situation, but to no avail as some members of the two political players kept exchanging harsh words giving the house the look of a fish market for about 15 minutes.
The situation turned violent when opposing a bill to provide for the establishment of Defence Housing Authority (DHA) Islamabad (the defence housing authority Islamabad, 2007), Leader of the Opposition Ch Nisar Ali Khan criticized the MQM?s stance for discussing the personal matters.
Legislator from PML(N) Abid Sher Ali and MQM member Sajid Ahmed attempted to enter into physical brawl by exchanging hot words when some members of treasury benches including Chief Whip and Minister for Religious Affairs Khursheed Shah, Qamar Zaman Kaira and Rehman Malik along with the members of MQM and PML(N) jumped in to calm the situation.
Other members from PML(N) including Sardar Shafqat Hayat, Hanif Abbasi, Tariq Fazal and from MQM Sajid Ahmed, Syed Tayab Hussain were those who apparently active in the brawl.
The presentation of the bill, moved by Parliamentary Secretary Azeem Doultana, was deferred before the house for next week. Strongly opposing the DHA bill, Nisar said that such kind of bill was even not presented in the assemblies of Ziaul Haq and President Musharaf. ?We should not be compelled to knock at the door of court about this bill...It?s not assembly of deaf and dumb people...we will physically block it. Opposition should have been taken into confidence about this bill,? he said and posed question how a legislation for the land of Punjab could be carried out. He said that a private housing authority could not be allowed special concession.
Talking about APC, Nisar said that it had become the tradition of the incumbent government to not fulfil its promise. ?The government is losing its credibility ...this is sadist government; it intentionally indulges masses in the pain by unscheduled loadshedding,? he added.
During these remarks, the PML(N) members also shouted ?shame shame? slogans.
Referring the recent verdict of Supreme Court, he said that the court has clearly indicated in its verdict and who would response to it.
Criticizing the MQM, he further said that they rejoin the government after every two months for their personal interests.
?It has been said that PML(N) is hatching a conspiracy for no-confidence movement,? he said adding that Pakistan Muslim League (N) even not thought about it. ?If we plan do so...we will launch this move in a broad daylight,? he added.
Talking about Zulfiqar Mirza?s series of allegations by keeping Quran on his head, the leader of opposition said that he would appreciate the Speaker National Assembly for neutrally running the proceedings of the house when non-parliamentary language was used against her husband (Dr Zulfiqar Mirza). ?There should be some norms...the NA speaker even did not expunge un-parliamentary words that day,? he added.
He said that house should discuss in length about all allegations of Dr Zulfiqar Mirza.
?Dr Zulfiqar should also come to the National Assembly for detailed discussion...no need to go to London rather he should come here in the house,? he added. It was not a matter of only two political parties as its matter of national sovereignty.
Strongly bashing the MQM, he said that we would not accept their vandalism and bulldozing of the PPP. ?Situation could further get tense if not controlled at this moment,? he added.
He, while calling to question the Prime Minister?s stance that there is no political prisoner in the country, has said where Afaq Ahmad stands in this perspective.
After observing the tense situation, he further asked Deputy Speaker Faisal Karim Kundi to allot seats to MQM in treasury benches side. On this, Kundi said that personal matters should not be discussed in the house.
In response to the hard-hitting speech of Nisar, MQM leader Asif Hasnain said that we would also not support no-confidence movement. Such kind of atmosphere should not be created which could damage the democratic system. He was of the view that this atmosphere was being created by the leader of opposition.
?We have restored the democratic system with lot of sacrifices. We should respect it,? he added. He said that if you want to bring Dr Zulfiqar Mirza in the house then Rehmat Shah Afridi (Editor of local English newspaper) should also be called in the house. ?Matter regarding meeting with Osama Bin Laden and other issues was not denied as yet,? he added.
He further criticized that PML(N) could not control dengue as yet. How could it run the Punjab government. In response to Aafia Siddiqi case, he said that MQM leaders had visited Aafia Sidiqi house and a mammoth rally was also organized in Karachi.
PPP Minister for Religious Affairs Khursheed Shah said that though it was the right of the opposition to criticize government but both the sides should respect each other.
?It was unfortunate incident....this house is our identity; we should respect each other,? he said adding that the DHA bill after thorough deliberation would be moved again.
Apparently responding to the Chaudhary Nisar?s claim ?to stop the bill physically?, he commented that use of power was against the democratic norms.
Speaking on a point of order, Raza Hayat Hiraj said that such kind of atmosphere should not recur in the house.
Earlier, PPP MNA Fauzia Wahab said that though certain quarters made mockery of the ?Aghaz-eHaqoq-e-Balochistan? but people of Balochistan have welcomed it. He said that there was not much of a political case in the Balochistan.
Speaking on point of order, PML(N) Khwaja Saad Rafiq pointed out flaws in the voter lists saying that these should be removed.
In response, Rehman Malik said that there might be some mistakes in voter list and soon all flaws would be removed.
Earlier, Mustafa Nawaz Khokhar, Advisor to PM on Human Rights, introduced a bill to provide for setting up of a national commission for women (the national commission for women bill-2011).
The house also adopted the motion regarding delay in the presentation of the report of standing committee on the bill to amend the NUML ordinance, 200, moved by Dewan Ashiq hussain .A report on the bill to amend NUML ordinance was also presented.
